David A. Harpman is a natural resource economist with the U.S. Bureau of Reclamation and has taught classes in the University of Denver's Environmental Policy and Management Program since 1998. He earned an MSc. in Agricultural Economics from Colorado State University in 1984, a Ph.D. in Natural Resource Economics from Colorado State University in 1990 and is a professionally certified fisheries biologist. His specialties are water resource economics, the economics of hydropower, nonmarket valuation and the valuation of instream flow. Dave spent three years as a U.S. Peace Corps Volunteer in Lesotho (Southern Africa). He occasionally returns to Africa to teach short courses (South Africa 2002, 2004), for project assessments (Namibia 2007) and for technical exchange with his colleagues (South Africa 2008). He has published articles in Water Resources Research, Public Finance Quarterly, Rivers, the North American Journal of Fisheries Management, the Journal of Environmental Management, the American Journal of Agricultural Economics, Land Economics, Ecological Applications and the Journal of Natural Resources Policy Research.
