Water resources decision-making is best accomplished when multiple stakeholder groups are involved. However, publicly available information is often in a format unfamiliar to the general public. The purpose of this study is to evaluate the effectiveness of a web-based Geographic Information System to facilitate communication between non-governmental organizations and stakeholders and assess its potential as a tool to increase stakeholder participation in environmental decision-making for water resource issues.
